Biography

He graduated from the Faculty of Economics of the University of Economics in Banská Bystrica with degrees in Public Economics and Administration and Sectoral and Cross-Sectoral Economics. In Public Economics and Services, he was habilitated as an associate professor, and in 2022, he completed the inauguration procedure by appointment as a professor.

During his 23 years of professional scientific and pedagogical career at the Faculty of Economics of Matej Bel University in Banská Bystrica, he continues teaching in public economics and finance, public management, innovation management and applied econometrics. His main research areas are efficiency in the public sector, promotion of innovation and technology-applied economics and modelling economic trends, especially in the regional market and enterprises based on smart specialisation. Overall, he is the author and co-author of 9 independent scientific papers and monographs, 61 scientific studies, three textbooks and teaching texts and the principal investigator of 13 completed scientific research projects (H2020, APVV, VEGA) and seven projects in cooperation with practice, mainly in the areas of capacity building in public policies and regional development (Visegrad Fund, Interreg, Slovak Aid, Equal, European Commission Progress). A total of 62 publications with citations are registered in the renowned databases Web of Science and Scopus (Hi 8). He actively participated in 53 scientific events at home and abroad.

Since 2017, he has been an expert on standardisation and regulatory policies at the United Nations in Geneva and the European Commission's Educational Platform for Research on Standardisation in Brussels. He has also participated in intergovernmental commissions in the framework of science and technology cooperation programmes, invited lectures at international events (Czech Republic, Croatia, China, France) and activities in interest platforms and working groups focused on evaluation of public policy programmes (European Evaluation Society).

In practice, he worked in the central state administration. Later, he headed the information office of the European Commission Representation in the Slovak Republic Europe Direct based in Banská Bystrica and was the chairman of the Slovak Association of EU Information Centres. He has extensive experience in EU-supported projects involving or applying research into practice. As a consultant for decision-making bodies, he is currently evaluating public policies and the impact of EU interventions. In education, he has been involved in introducing an information education system and e-learning and presenting an e-learning module to train candidates for work in public administration.

He is active in the rural tourism and hotel business in Horehronie. He enjoys skiing, tennis and leisure activities.
