He completed his second and third degrees at the Faculty of Economics of Matej Bel University in Banská Bystrica, specialising in public economics and administration, and in sectoral and cross-sectional economics. He was habilitated as an associate professor in public economics and services, and in 2022 he was appointed professor.

Over more than 23 years at the Faculty of Economics of the Matej Bel University,his teaching and research primarily on public economics and finance, public management, innovation management, and applied econometrics. His research has long centred on public finance, regulation, and governance, with an emphasis on the functioning of the public sector a he has focused nd support for innovation. He pays particular attention to evaluating the effectiveness of public spending and the impact of fiscal and regulatory instruments on innovation performance and economic development.

He is the author or co-author ofnographs, 61 scientific studies, and 3 textbooks 9 scientific mo. He has participated in 13 scientific research projects (H2020, APVV, VEGA) andy collaborations. He has 62 publ several industrications with citations (h-index 8) listed in the Web of Science and Scopus databases, and he actively participates in international scientific events.

Since 2017, he has worked as an expert in standardisation and regulatory policy within the UN and on European Commission platforms. He has experience in central government bodies, in managing the Europe Direct office, and in consulting on public policy evaluation and EU interventions. He has also been involved in developing e-learning and electronic education in public administration.

In addition to his academic activities, he is involved in rural tourism and hospitality in the Horehronie region. In his spare time, he enjoys sports.
